  • Location: Office and community-based throughout Multnomah and Washington Counties 
  • Employment Type: Full-time, Exempt Salary: $75,000 annually

Position Summary:
The Health Program Manager will oversee ARIO’s health programming, with a primary focus on Measure 110-funded services in Multnomah and Washington Counties. This includes managing all aspects of the Rise Together: African Outreach and Recovery program, supporting individuals and families impacted by substance use disorder (SUD) through culturally specific peer support, education, and outreach. The Health Program Manager will supervise peer-delivered services, lead strategic partnerships within the BHRN network, manage program budgets, and ensure contract compliance and reporting requirements are met.

This is a full-time leadership role that requires strong program management, staff supervision, and relationship-building skills, as well as a passion for promoting health equity and community empowerment.

Responsibilities

Key Responsibilities

Program Oversight & Staff Supervision 
  • Manage and oversee all health-related program activities, with a primary focus on Measure 110 deliverables. 
  • Supervise health program staff, including CRMs, CHWs, Healthcare System and Resource Navigators, and Peer Support Specialists. 
  • Ensure staff are supported with training, feedback, and professional development. 
  • Collaborate with consultants and volunteers to implement culturally specific peer support models. 
  • Oversee program budgets in coordination with the Executive Director and Grant Management Consultant.
Program Monitoring & Reporting
  • Track program participation, engagement, and service delivery using Salesforce. 
  • Prepare and submit accurate and timely reports to funders and ARIO leadership. 
  • Monitor progress toward grant milestones and ensure compliance with Measure 110 and Health Equity grant requirements. 
  • Support the integration of program data into continuous quality improvement processes. 
Community Collaboration & Partnership 
  • Serve as ARIO's primary liaison to BHRN partners, attending meetings and coordinating efforts in Multnomah and Washington Counties. 
  • Build relationships with SUD service providers, culturally specific organizations, and local government agencies. 
  • Facilitate interagency collaboration to support seamless care pathways for African immigrant and refugee community members. 
Training, Advocacy & Outreach 
  • Ensure program staff are certified or working toward certification in THW roles. 
  • Collaborate with your team to develop and implement outreach and education campaigns that promote health literacy and reduce stigma surrounding Substance Use Disorder (SUD). 
  • Advocate for systems change to increase culturally and linguistically responsive services for African communities. 
Professional Development & Supervision 
  • Participate in regular check-ins with the Executive Director. 
  • Collaborate with the Executive Director and Program Team to lead the strategy and cultivate and manage key relationships with constituents and funding partners. 
  • Engage in ongoing training aligned with ARIO’s mission and program goals. 
  • Support the team’s growth through mentoring, feedback, and opportunities for advancement. 

Qualifications

Education and Experience 
  • Bachelor’s degree in Public Health, Social Work, or related field. 
  • Minimum 3 years of experience managing programs and supervising staff in community health or related fields. 
  • Experience with Traditional Health Worker programs and/or Oregon Health Authority-funded programs. 
  • Public health experience, particularly in culturally specific settings, highly valued. 
Skills and Attributes
  • Strong leadership and program management skills. 
  • Familiarity with Measure 110, THW roles, and behavioral health systems in Oregon.
  • Demonstrated cultural competence and commitment to equity.
  • Excellent communication, facilitation, and interpersonal skills.
  • Ability to track budgets, report outcomes, and meet deliverables on time. 
  • Fluency in an African language is a plus.

  • Deep understanding of culturally responsive practices and the ability to serve diverse African immigrant and refugee populations
  • Commitment to health equity and social justice
  • Strong interpersonal and communication skills in multicultural settings
Technical & Organizational Skills
  • Familiarity with Salesforce or other data tracking platforms
  • Excellent organizational, problem-solving, and time management abilities
  • Confidence in facilitating meetings, trainings, and public outreach events
Working Conditions 
  • Willingness to travel throughout the tri-county area. 
  • Occasional evening and weekend work required. 
  • Valid driver’s license and reliable transportation required.
